The V5R1 Memo to Users notes that 5763XD1 Client Access for Windows 95/NT and 5763XK1 Client Access Enhanced for Windows 3.1 have been removed from V5R1 Client Access Family. Support for these Clients has been removed if connecting to V5R1 or higher OS/400. If an attempt is made, the likely error message shown is CWBLM0020, An internal or unexpected error has occurred within the license manager function....return code 3, 37.

If this occurs, there are two options. The first option is to upgrade the PC to 5722XE1 Client Access Express and use a TCP/IP connection. The second option is to restore V4R5 OS/400 onto the iSeries 400 server. The second option is not highly recommended.
